C – A possible reason why most (3/4) hospitals give their patients Novex. But it does not say anything about the “more important” point – effectiveness.
D – irrelevant to effectiveness.
E – Strengthens.
B is the answer.

On second thoughts – the answer is C.
Choice is between B, C and D
B – “Many hospitals give their patients Novex only in exceptional cases”. Does that mean they don’t usually term it as the best? Not necessarily. Since, it’s possible that they just can’t afford it (or procure it easily or..)
C – We can undermine the above argument – if the fact that “3 out of 4 hospitals administer patients Novex” can be explained by an alternative reason – and C gives us that reason. Although C does not mention Novex in particular, but it is still the closest.
D – It is the “hospitals” that are giving the patients Novex, whether Novex is easily available at “pharmacies” in not the question – So, irrelevant.
