(1) => 2x > y which => 4x > 2y. However, this does not clearly tell whether 4x is greater than or less than 3y. INSUFFICIENT.
(2) => x > y which => 3x > 3y. This again does not clearly tell whether 4x is greater than or less than 3y. INSUFFICIENT.
(1) + (2) combined fail to clarify whether 4x is greater than 3y or not.
Hence, ans is E
