    i think its B…
    reason..if answer would have been C, D or E then there was no use of a comma..so it has to be A or B.. now in the later part of the sentence who should be after workers which is correctly used in option B..
    hence B is the answer acc to me…GMAT team plz provide with the correct answer…

    It should be D i think.
    Because by 2/3 split method the can split answer choise in to either A/d or B/C/E. B,C,E ends with “That” and “And” which will contradict with “otherwise” and for the word “People” use of pronoun “That” is wrong. so we have have to go with “Who”. answer chosie A comes with “establish” and “Changing” which is not making a parallel sentence.

    So it could be “D”

    ok….i had a serious thought over this one again…
    initially i chose “A” because of the “comma” thing but that s kind of illogical…because gmat tests your logics and thinking not exactly grammer and punctuation…so, lets analyse again:

    y not “A” or “B” : simply because it does not make any sense. it would mean that “proposed health care bill will establish standards that would guarantee wider access to people with past health problems”…simply does not make sense because with comma in place that is what actual meaning will be.

    leaving out A and B, we are left with C,D,E

    now qith C/E, i agree with mani above…that is used wrongly as it is the people who are covered, not jobs etc.

    D is the correct choice…..my final answer after thorough analysis

    i am back again….again on this ques after practising sentence correction. The issue with above sentence is that..I may not be interpreting the meaning correctly..
    BUT..if the meaning is correct the only sentence that is unambigious and gramatically correct is B!!
    I say B because of grammer and exceptional clarity
    I say D because of Meaning..(but “Changing job who” is a very bad phrase)

    Hey…yes i think the answers are just posted with no explanation- this is rubbish…. how will we ever know the correct answer. People just write in their answer without justification.

    BTW answer is B.

    “proposed health care” is something that will happen in future. It is a action vs consequence- so Proposed action – establishing something

    Ans is D.

    ” workers changing jobs who”, here who clearly refers to the human being not the ‘jobs’. If we place ‘that’, then it would ambiguous between the ‘workers’ and ‘jobs’. C & E eliminated.

    A & B are trying to make the ‘worker’ a noun by adding ‘to’. Well, ‘worker’ is already a noun, no need to write ‘to’.

    Based POE, ans is D.

    1. The clause after the comma should start with a gerund i.e. -ing form of a verb.
    2. Parallelism is between “to people” and “to workers”

    because “access to” is correct idiomatic word……………
    and also A follows the parrellellism……………
