Because by 2/3 split method the can split answer choise in to either A/d or B/C/E. B,C,E ends with “That” and “And” which will contradict with “otherwise” and for the word “People” use of pronoun “That” is wrong. so we have have to go with “Who”. answer chosie A comes with “establish” and “Changing” which is not making a parallel sentence.
So it could be “D”

initially i chose “A” because of the “comma” thing but that s kind of illogical…because gmat tests your logics and thinking not exactly grammer and punctuation…so, lets analyse again:
y not “A” or “B” : simply because it does not make any sense. it would mean that “proposed health care bill will establish standards that would guarantee wider access to people with past health problems”…simply does not make sense because with comma in place that is what actual meaning will be.

i am back again….again on this ques after practising sentence correction. The issue with above sentence is that..I may not be interpreting the meaning correctly..
BUT..if the meaning is correct the only sentence that is unambigious and gramatically correct is B!!
I say B because of grammer and exceptional clarity
I say D because of Meaning..(but “Changing job who” is a very bad phrase)

A & B are trying to make the ‘worker’ a noun by adding ‘to’. Well, ‘worker’ is already a noun, no need to write ‘to’.
