I think the answer shud be D.
I am doubtful about “so as” usage.

In D, “it” correctly refers to Council.
Hence, IMO D…

I think it is D. so that it could…is better than ” so as to” with “it” referring correctly to Govt. council.

‘D’ is not amibigous since… government council is singular and requires an ‘it’..The ministers would require the plural form so there is no ambiguity as it could only be the council

i go with D..
i think the original translates to the following

The governing council met over the weekend to continue talks over appointing ministers to run the government “in order to avoid” public anger at deteriorating services

Now this gives two interpretations

a) the govening council met to appoint ministers because it wanted o avoid public anger i.e stating purpose of the meeting

b) the governing council met to appoint ministers to run the government to avoid public anger…i.e stating purpose of the ministers appointment to run the government to avoid public anger.

since, governing council is the subject and is singular D seems to be the best choice, because it uses it ..singular and also clears ambiguity by clearly stating that interpretation ‘a’, as mentioned above is the correct one.

‘they’ is not ambiguous in C. they refers only to ministers, not to the council.
