D and E are close..
Is “possibility of Xing” an idiom?

I would have chose D…

B, c– Out because of ‘Impact on’ does not make any sense.
Left with A, D and e

A– Rise in oil ..be an impact — doesn’t fot properly.

Left with D and E..very close to each other
though in D..IMPEDE does not make sense and hence chose
E as the Answer

E is correct!
A, idiomatically wrong… “impact to”
B & C, wrong again…. “could seriously impact on”.
It shd be, “could HAVE serious impact on”
D & E correctly remove the idiomatic error. But D introduces an error by using “impede”. Expectations don’t impede, they just diminish the possibility!

Also “possibility to have” is unidiomatic in D.

E is the winner.

D - uses impede rather than diminish. Changes the meaning.
A- rise of oil couldn’t be an impact. It causes impact.
B & C- Impact on is a wrong idiom with the adverb seriously.
