Reason: According to Interstudy - A singular

Option A, B and E uses they. Hence they are ruled out.

So options are C and D. Out of these two, C seems to be better option to me.

c seems to b the best
as the sentence strts with according to , it mus give some info ab th organisation directly and using it to start next clause is redundant

A,B and E — ‘they’ is wrong.

out of C and D the second part of the sentence after the semicolon seems more correct.
