in gmat SC the key is that the sentence should be simple and clear and short, A fulfil all the necessary requirements

E sounds better.
Sudden downturn , hedging are anyways not parallel…. so Loosening and fear need not be in same form.

fear sounds parallel to the downturn… not confident..
