Under the current system, it may not make sense to fire them because at $100,000 per employee, it is probably more efficient to keep them on. If the system were fixed, we don’t know if the author thinks employee performance would improve and therefore remove the need to fire them, or if employees would continue to perform poorly.
III is correct. The paragraph is only talking about Civil Service employees until the last sentence where it mentions the government. If most government workers were not civil service employees, than the function of the civil service would do little to impact overall government efficiency one way or the other.

1) assuming its true – it does contribute to the govt being in-efficient as most civil servants because of job security do loaf and do no work and that makes the govt inefficient as these guys form a major part of the govt.
2) assuming its false: most govt employees are not civil servants, this does not mean that the govt can still not be efficient. negating the assumption does not weaken the conclusion(as it should if this inference is correct). The govt can still be in-efficient for allwoing such a system to exist where civil servants are allowed to have such attitudes and get away with it.
